ORDER

Government have been considering for some time now, the question of implementing a scheme for giving financial assistance to the Journalists in the State who have been compelled to leave the profession because of old age, ill-health and similar reasons. In the note read above, the Director of Public Relations has proposed a scheme, draft rules etc., for the grant of financial assistance to Journalists/Dependants in distress. The scheme envisages the creation of a Welfare Fund for the purpose, consisting of contributions permitted by Government out of the proceeds of Film Award Nights, Film Festivals or similar functions sponsored by Government, contribution from Managements of Newspapers, contributions from Working Journalists, and donations that may be received from other sources. The fund raised through the sources mentioned above is to be deposited in a Saving Bank Account opened in the name of Director of Public Relations and the interest accruing on this amount is to be utilized for the grant of financial assistance to journalists /Dependants in distress.

The Director of Public Relations has stated that the representatives of the managements of the Newspapers in the State have agreed at a conference convened by the Government, to contribute to the Welfare Fund at the rates noted below:

  1. Newspapers having a certified circulation of Rs. 10,000.00 one lakh and above
  2. Newspapers having a certified circulation Rs. 5,000.00 between 50,000 and 1,00,000
  3. Newspapers having a certified circulation Rs. 2,500.00 between 25,000 and 50,000
  4. Newspapers having a certified circulation Rs. 1,000.00 between 10,000 and 25,000
  5. Newspapers having a certified circulation Rs. 500.00 between 5,000 and 10,000
  6. All other newspapers including those having Rs. 2,000.00 circulation less than 5,000

The Director of Public Relations has also stated that the Kerala Union of Working Journalists has agreed to the proposal that the working journalists in the State may contribute not less than one day’s wages to the Welfare Fund for a period of five years beginning day’s wages to the Welfare Fund for a period of five years beginning from the 1st of September 1976. To begin with, Government have set apart an amount of Rs. 75,000.00 from the collections of the Award Night Function held at Trichur on 29-11-1975, for contribution to the Welfare Fund for Journalists/Dependants in Distress.

Government have examined in detail, the scheme, draft rules etc., proposed by the Director of Public Relations for giving financial assistance to Journalists’ Dependants in distress and they are pleased to approve the scheme, rules etc., as proposed by the Director of Public Relations.

The rules of the scheme, application form and form of certificate are appended to this order.

RULES FOR FINANCIAL ASSISTANCE FROM THE KERALA STATE WELFARE FUND FOR JOURNALISTS/ DEPENDANTS IN DISTRESS

  1. These rules may be called the rules for financial assistance from the Kerala State Welfare Fund for Journalists/Dependants in distress.
  2. These rules shall be applicable for the journalists and their dependants in distress.
  3. These rules shall come into force with effect from 1st September 1976.
    • Financial assistance to the dependants of deceased journalists will be given in the fol lowing order of priority
      • Widow
      • Unemployed son below the age of 21.
      • Unmarried and unemployed daughter below the age of 21.
      • Father
      • Mother
    • Financial assistance to living journalists in distress will be given in the following order of priority
      • Journalists who are unemployed due to ill health.
      • Journalists who are unemployed due to overage.
  4. For the purpose of these rules the term “journalist” means a person whose principal ad\vocation was or is journalism
  5. Financial assistance under these rules shall range from Rs. 50 per month.
  6. A person whose income exceeds Rs. 3,000 per annum will not be eligible for financial assistance under these rules. For computing the income for the purposes of these rules, the income received by any other member of the family will not be taken into consideration.
  7. Financial assistance sanctioned is liable to be cancelled if it is found at any time that the sanction was given on mistaken grounds or that the financial condition of the beneficiary has improved or the financial assistance was obtained by fraud.
  8. Financial assistance under this scheme will be paid out of the interest accrued on the Kerala State Welfare Fund for Journalists deposited in the Treasury Savings Bank.
  9. The Kerala State Welfare Fund for journalists will consist of contributions permitted by Government out of the proceeds from the Film Award Night Function or similar functions sponsored by the Government, contributions received from the Managements of Newspapers and from the working journalists and other donations. The Working Journalists will make an annual contribution of not less than one days wages for five years from September 1976. The contributions from the Managements of Newspapers will be as follows:-
    • Papers having a certified circulation of one lakh and above Rs. 10,000.00
    • Papers having a certified circulation between 50,000 and 1, 00,000 Rs. 5, 000.00
    • Papers having a certified circulation between 25,000 and 50,000 Rs. 2,500.00
    • Papers having a certified circulation between 10,000 and 25,000 Rs. 1,000.00
    • Papers having a certified circulation between 5,000 and 10,000 Rs. 500.00
    • All other dailies including those having circulation of less than 5,000 Rs. 200.00
  10. The fund will be managed by a committee consisting of the following members:-
    • Minister-in-charge of Information (Chairman)
    • Three representatives of the Kerala Union of Working Journalists including its President and Secretary.
    • One representative of the management of the big medium papers.
    • One representative of the small papers.
    • Director of Public Relations (Convener)
  11. Application for the grant of financial assistance under these rules shall be submitted to the Director of Public Relations in the form in Annexure
    • and it shall be accompanied by a report in the form in annexure
    • from:
      • A revenue officer not below the rank of a Tahsildar of the place of residence of the applicant Or
      • The President or Secretary of the Kerala Union of Working Journalists.
      • District Information Officer.
  12. All the applications will be scrutinized by the Managing Committee for Kerala State Welfare Fund for journalists dependants in distress. The Committee after satisfying itself in distress. The Committee after satisfying itself of the eligibility or otherwise of the application may make specific recommendation to the Director of Public Relations who shall make order on each application either sanctioning or rejecting the request for pension on the basis of the above recommendation.
  13. The Director of Public Relations shall be the authority competent to sanction financial assistance under these rules.
  14. Financial assistance will be payable from the date of issue of the order sanctioning the assistance in case the date of effect is not mentioned in the order.
  15. The beneficiary will intimate the change of his/her residence for more than three months, to the Director of Public Relations.
  16. Those matters which are not specifically mentioned in the rules shall be left to the decision of the Managing Committee.

ANNEXURE II
